These common interests are generally constructed around social gaps. Social gaps practically divide and deconstruct population and form groups that can finally grow into political groups and organizations. Mashrooteh revolution of Iran and modernization by Reza Khan as a tyrannical act was an important event in the history of the 20th century ending in huge social gaps.<br>The present study attempts to investigate development theories and social gaps along with the contrast between tradition and modernity via descriptive analytical methods. One of these theories, is the theory of "social construction of reality", which today has become a theoretical basis for policy making and scholars of the field of policy making designed a models based on its implications for policy making. In the tradition of Islamic philosophy, allameh Tabatabai provided theory of “Etebariat” for understanding the nature of social reality, and this theory explains the nature of social reality in such a way that consistent with religious teachings.
